It is located in the old part of Vientiane, about 10 min by taky from Nam Phu (Fountain).

I used to stay at Dragon Lodge many times but I never ever saw room without window. Rooms no 101 and up on ground floor come with own terracce seating along the road, windows have shutters and are usually closed but can be opened easely.
Very centrally located.
Another alternative is the
Asian Pavilion Hotel

About 48 rooms for around USD 25 incl. breakfast.

Well I stayed there and while the room is acceptable, the location is a bit remote, the staff with the exception of Peter the owner are lazy and unfriendly. Additionally at $22 it is overpriced. Lots of better and cheaper hotels close to Mekong
