I know this question has been asked before a zillion times, but is there a regular shuttle (minibus) from BKK international to Pattaya. My friend will be arriving at 1000 pm, so what is the best way to go - would it be better to pre book a limo or take his chances on arrival

No need to take chances. Very easy to book a limo upon arrival, take a metered cab, or arrange for transport in advance.
